Raft. The receiver code for Caravan Island is found on Balboa Island. Though if you don't plan to go to a story location, I recommend you stop tracking it with receiver (set it to 0000 or somthing) then when you're ready to go to the story location, you can simply set the code in the receiver and story location should spawn.
